News that the Federal Reserve and JP Morgan engineered emergency funding for Bear Stearns sent stocks plunging on Friday.

The rare maneuver — previously done in the 1960s and 1930s — spooked investors reeling from eight months of a worsening credit crisis and undid an early rally on upbeat inflation data.

At their lows, the major indexes were down by 3%, but still ended the day about 2% lower.

Revised Google Quality Rater Guidlines Surface

Updates to the Google Quality Rater guidelines have popped up, and Brian Ussery has written up a nice summary of the revised standards.

There’s good news for those who have embraced social media. It seems Google feels that the elements on blogs and social network sites like MySpace should be ranked as relevant. The language of this particular guideline is geared more towards individuals, though companies can encourage their employees to utilize sites like LinkedIn to gain further visibility in search results. This may also help with online reputation management if it pushes third party sites and reviews down further in the results.

E-tailers will also want to take note of guidelines for how raters consider commerce sites.

House OKs Spy Bill, Rejects Telco Immunity

WASHINGTON — The Democratic-led U.S. House of Representatives defied President George W. Bush on Friday and passed an anti-terrorism spy bill that permits lawsuits against phone companies.

But the 213-197 vote was far short of the two-thirds majority needed to override a promised veto by Bush. He has demanded that any telecommunication company that participated in his warrantless domestic spying program secretly begun after the September 11 attacks receive retroactive immunity.

The battle over whether to shield companies has been a key reason why the House and Senate have been unable to agree on a bill to replace a law that expired last month that expanded U.S.

Is it Time to Globalize Time?

Did you know that pilots use a different system of time than the rest of us?

The entire aviation community — from professional airline pilots who fly the biggest passenger jets to weekend amateur pilots who fly tiny, two-seater, single engine clunkers around their local airports — uses a system called Coordinated Universal Time (UTC), Greenwich Mean Time (GMT). Or, as the pilots call it, Zulu time.

UTC, GMT, Zulu (or whatever you want to call it) doesn’t vary based on geography. It’s one time worldwide, and that’s the beauty of it. Zulu time is necessary for pilots because it’s so easy to take off from one time zone and land in another.

Microsoft’s Latest Ad Buy

Microsoft (NASDAQ: MSFT) today announced that it is purchasing Rapt, an advertising technology company specializing in sophisticated analytical tools. Terms of the deal were not disclosed.

Today’s is the latest in a frenzied string of acquisitions by Microsoft and other Internet heavyweights looking to expand the reach and technology underlying their online advertising businesses. Most recently, Microsoft purchased YaData, an Israeli company specializing in behavioral targeting technology.

The Rapt buy is about helping well-funded Web publishers manage their advertising efforts with premium analytics and campaign planning features. Microsoft will fold Rapt’s technology into its Atlas Publisher Suite (APS).

I have been following the unfolding developments regarding Microsoft/Yahoo since they were announced with only mild interest. This is not because the potential alliance would not have an effect on the industry - clearly it would shake things up quite a bit. But there has been actually very little of interest since the initial buyout proposal. Despite the posturing on all sides, events have unfolded in an entirely predictable manner. In the latest development, Nathania Johnson blogged about Yahoo! Goes on a Date with Microsoft, and wondered if there would be a second date to follow.

To me, there is no drama. This is not a first date - it’s a shotgun wedding.

Tit For Tat in ‘Vista Capable’ Suit

Microsoft’s (NASDAQ: MSFT) cheeks must still be burning from the embarrassing disclosure two weeks ago that some senior executives feared the company’s “Windows Vista Capable” sticker program in late 2006 misled some computer buyers.

In a new wave of filings last week, however, the Redmond, Wash.-based software behemoth has gone on the offensive against the suit, challenging a recent ruling that elevated the suit to class action status.

“Because of errors in its approach … the district court certified a nationwide class with potentially millions of members to pursue claims against Microsoft,” the company’s lawyers said in their appeal.

Yahoo! Goes on a Date with Microsoft

Just one week after cozying up to AOL, Yahoo met with its patient suitor, Microsoft. While arrangements for the highly anticipated union were reportedly discussed, no bankers were in attendance to negotiate Yahoo’s dowry.

Meanwhile, some analysts are wondering if Microsoft will leave its bride at the altar. But Steve Ballmer has been telling anyone who will listen how Yahoo is central to Microsoft’s goal to catch Google. With first quarter revenues to be announced soon, pressure is mounting on Yahoo to make a decision about the $44.6 billion bid.

If its advertising executives keep jumping ship (or are pushed?), as Steve Berkowitz and now Joanne Bradford have, Microsoft may start thinking twice about upping its offer to Yahoo just to replenish its ad-focused brainpower.

No word yet on a second date.

Could Woman in Spitzer Scandal Become a Star?

Could Ashley Alexandra Dupre, the aspiring singer embroiled in the prostitution scandal that toppled New York governor Eliot Spitzer, have a music career?

Top talent scouts are weighing in on her chances after the 22-year-old racked up millions of MySpace views and launched much-sought-after new songs on priced-by-demand Web site AmieStreet.com since the Spitzer story broke.

Before Dupre’s MySpace page was deleted Thursday, it had received 4,612,397 views and her song “What We Want” touted 711,334 plays. According to The New York Times, two tracks Dupre released to AmieStreet.com this week received thousands of listens, and their prices rocketed from free to the maximum price of 98 cents Thursday.

Sun Set to Bring NSA Tech to Solaris

Back in 2004, the U.S. National Security Agency (NSA) helped the Linux community to build something called SELinux, which brings mandatory access control (MAC) policies to the Linux kernel.

Now four years later, Sun is getting the same technology from the NSA to use with its Solaris operating system. Sun’s OpenSolaris community will work on integrating the NSA’s Flux Advanced Security Kernel (Flask) architecture, which is a form of mandatory access control, for type enforcement. Flask is the basis of SELinux.

The Flask enhancements will be added to Sun’s Trusted Extensions, which provide high-security labeling features to meet regulatory and compliance requirements.
